Yes Steve, you can use it on any number of pages in your site. If you have a site footer then you can just add it there and it will show up an all pages in site and show different commetns on each web site page.

Do I need any special software to edit the PHP file ? Can I just open in Notepad and resave ? Thanks

You need to modify it for that, open comments_html.php and locate display:none and remove it.
